7.    HISTORICAL BACKGROUND:

Howrah is a very old district. The judicial side of this district is functioning since 1938, previously it was within the district of Hooghly, a neighbouring district. Several luminaries of different fields were born in this district. Sarat Chandra Chattopadhayay the famous writer was born at Panitrash, a renowned advocate Barada Prasanna Pyne was a son of this district, a famous film actor Tulsi Chakraborty was also a son of this district and Howrah Railway Station which is one of the busiest railway station in India is located in this district.

There is no earmarked quarter for any of the Judicial Officers. A few Judicial Officers accommodate themselves, in rented quarter common Pool at Howrah or Calcutta. Major portion of the Judicial Officers have to accommodate themselves in own premises or private rented premises at Howrah, Calcutta or adjacent places.

Uluberia There are earmarked quarter for the Additional Chief Judicial Magistrate, Civil Judge (Jr. Division) and Judicial Magistrate.

There is no earmarked quarter for the additional District Judges, Fast Track Court, 1sr / 2nd court and Civil Judge (Sr. Division). No rented quarter of Common pool is also available here. So there officers have to accommodate themselves in Private rented premises at Uluberia or Calcutta. The existing earmarked quarters are also inadequate in space. Proposal fro new quarter has been made Vide No. 2171-VI(3) dated 15.09.10.

Amta There is only one earmarked quarter for the Civil Judge (Jr. Division). Additional District & Sessions Judge, Fast Track Court and Judicial Magistrate, have no earmarked quarter. No suitable Private rental premises or rental quarter of Common Pool is available there. As such the Judicial Officers are compelled to accommodate them according to the suitably in Calcutta.

Proposal for new quarter has been sent Vide No. 2172-VI(3) dated 15.09.2010

    16. Particulars about District Legal Services Authority and Sub-Divisional Legal Services Committees

 

District Legal Services Authority (DLSA), Howrah, 4/1 Church Road (Howrah Civil Court Building) Howrah - 711 101, Fax & Phone No. 2641 2355 - inaugurated in the year 1998 and since then it is going on. At present, Sri Surjendu Biswas, Ld. District Judge and Ex-Officio Charman,  DLSA, Howrah. Sri Bhaskar Bhattacharjee, Registrar, Civil Court also acting as Secretary DLSA Howrah. One UD Assistant and one LD Assistant one Office Peon and one messenger Peon are working on payment of honorarium basis. There is no specific office for DLSA, Howrah. The Registrar Chamber is used for the said office. There is need of one specious office for smooth running of DLSA, Howrah. Only 1800/- is being spent per month for honorarium. Two rooms have been attached for DLSA where in a Meditation Centre and a Legal Aid Clinic will be started very soon.

The Sub-Division (Taluk) Legal Services Committee Uluberia. This office is headed by Sri Ashim Das, A.D.J. FTC-I as Chairman, Sri Naba Kr. Das, UD Assistant is serving as Secretary and one LD Clerk and one Peon are working on honorarium basis, there is no specific office of the SDLC, Uluberia. The Court office is being used for the said purpose. The sum of Rs. 1000/- being spent for maintaining office.``
