7.    HISTORICAL BACKGROUND

            Jaina Bhagavati Sutra of circa 5th century A.D. mentions that Purulia was one of the 16 Mahajanpadas and was a part of the courty  known as Vajra-bhumi in ancient times. however, little is known about Purulia before the East India Company obtained the Diwani of Bengal, Bihar and Orissa in 1765. by Regulation XVIIII of 1985, a Jungle Mahal District composed of 23 paraganas and mahalas including the present Purulia was formed. by Regulation XVIII of 1833 the jungle mahal district was broken up and a new district called Manbhum was constituted with headquarters at Manbazar. the district was very large in size and included parts of Bankura, Dhalbhum, Saraikela and Kharswan of present states of Jharkhand and Orissa in 1838 the district headquarters was transferred to Purulia of today. Since the formation of the district it was withdrawn from from regular administration and placed under an officer called Principal Assistant to the agent to the Governor-General for South-Western Frontier. The title of the Officer Principal Agent was later changed to Deputy Commissioner by Act XX of 1854. Finally in 1956 Manbhum District was partitioned between Bihar and West Bengal under the States Re-originated Act and the Bihar and West Bengal (Transfer of Territories) Act, 1956 and the present district Purulia was born on 1st November, 1956.

            Purulia is the westernmost district of West Bengal with all-India significance because of its tropical location, its shape as well as function like a funnel. It funnels not only the tropical monsoon current from the Bay to the sub tropical parts of north-west India, but also acts as a gateway between the developed industrial belts of West Bengal and the hinterlands of Orissa, Jharkhand , Madhya Pradesh and Uttar Pradesh. For its convenient location, this place has acquired an important place in the tourist map in India.

11. Particulars about the court building (sub-division wise)

 

There are 15 courts housed at the two-storied main court building situated at the middle portion of the court premises out of which 10 courts are functioning on the 1st floor and 4 courts are functioning on the ground-floor.

One court, i.e. the court of the Judicial Magistrate, 3rd Court Purulia is housed at a separate one-storied court building inside the court premises and it is now functioning. The above particulars have been stated as regards Purulia Sadar. The date of inauguration is not known in spite of making query from the office of the Executive Engineer, P.W.D., Purulia.

There is proposal for construction of permanent new court building of the Chief Judicial Magistrate, Purulia and a Family Court Purulia inside the vacant land of the court premises at Purulia Sadar.

There is a new court building which has been newly constructed at Raghunathpur Sub-Division. All the four courts of the Additional District and Sessions Judge, Fast Track Court No.4, Raghunathpur, Additional Chief Judicial Magistrate, Raghunathpur, Judicial Magistrate, Raghunathpur and Civil Judge (Junior Division), Raghunathpur housed at the new court building and all the courts are now functioning. During the month of November 2001, the aforesaid court buildings was started functioning without any formal inauguration. Prior to this, all the courts were functioning in old court building which was accommodated during the year 1860. No court is functioning in a rented house.

Raghunathpur The office of the Civil Judge (Junior Division), Raghunathpur, Judge-in-charge of Nazarat, Raghunathpur and the office of the Additional Chief Judicial Magistrate, Raghunathpur are housed on the newly constructed court building at Raghunathpur Sub-Division.

The office of the Judge-in-charge of Record Room and the Judge-in-charge of Copying Department, both Civil and Criminal are housed in a  separate court building in the court premises of Raghunathpur Sub-Division.
